IEEE and the University of California (UC) have announced a four-year read-and-publish agreement to enable researchers across the ten-campus university system to publish open access in approximately 200 leading journals and magazines from IEEE. This ranges from electrical engineering, aerospace systems, computer science, and telecommunications to biomedical engineering, artificial intelligence, and consumer electronics. IEEE is among the largest publishers of UC research and publishes many of the top-cited publications in engineering and technology.

The agreement will enable UC corresponding authors to publish open access in any of IEEE’s growing portfolio of fully gold open access or hybrid journals and magazines, regardless of whether they have research funds available to pay for open access publishing. For authors who do not have access to research funds, the UC libraries will cover the full cost of the article processing charge (APC) on their behalf, ensuring that the lack of research funds does not present a barrier for UC authors who wish to publish open access.
