The CERN Convention from 1953 states: “The Organization shall provide for collaboration among European States in nuclear research … and the results of its experimental and theoretical work shall be published or otherwise made generally available.” This is a 60-year-old Open Access statement. The open publishing policy of the Organization was reconfirmed entering the era of LHC physics late in 2009: “Consistent with the stated position of the Collaborations and the General Conditions applicable to Experiments at CERN, every effort will be made to publish papers under Open Access conditions.”

CERN’s agreement with the IEEE enables CERN authors and collaborations to take advantage of the benefits of immediate open access in IEEE Xplore.
