Bilkent University is the first private, nonprofit university in Turkey was founded on October 20, 1984, by Professor İhsan Doğramacı. Bilkent University has an agreement with IEEE to accelerate open access publishing.

Within the scope of the agreement, corresponding authors of Bilkent University will not pay any Article Processing Charge (APC) for open-access articles to be published in gold open-access and hybrid journals of the Institute of Electrical and Electronics Engineers (IEEE). Extra charges such as overlength page fees, color page fees, etc., are not included in this agreement.

Eligible Titles: IEEE hybrid and gold journals

  • The agreement covers the years 2025 and 2026.
  • The corresponding author has to be affiliated with Bilkent University.
  • The author should use Bilkent University institutional e-mail address.
  • Authors submitting to hybrid journals will not be asked to select OA until after acceptance.
  • A funding request is automatically sent to the institution when the author’s uploaded manuscript matches the institution’s profile.
  • The open access funding request will be approved by an administrator in the library.
  • After the request is approved or denied by the institution, the author will receive an email.

About IEEE Institutional OA Agreements

Your institution has an OA publishing agreement with IEEE that makes it easier and more convenient for authors to publish open access. This type of agreement often includes a number of pre-paid article processing charges (APCs) to allow researchers to publish open access in eligible titles. Some institutional agreements have internal processes approving the use of APCs or limitations on the number of APCs available or the type of journals they can be used in.
