CAPES sede
CAPES was born from a national campaign launched in 1951 aimed at improving the qualifications of higher education personnel. This mission was to be carried out by a Commission, established by Decree 29.741/51 of July 11, 1951, composed of representatives from various government agencies and private entities. Its president was the then Minister of Education and Health, Ernesto Simões Filho, accompanied by its secretary-general, Professor Anísio Spínola Teixeira. In 1952, CAPES officially began its work, evaluating requests for grants and scholarships. In 1953, 54 scholarships were awarded, and in 1954, 194. In 1961, CAPES became directly subordinate to the Presidency of the Republic and remained there until 1964, when it returned to the administration of the Ministry of Education and Culture – MEC – under new management and as a Coordination body. The following year, 38 graduate programs (27 master’s and 11 doctoral) were offered in the country.
The CAPES sede, through the national contract between CAPES and IEEE has an unlimited open access agreement with IEEE that enables researchers to publish articles as open access without open access fees in all IEEE fully and hybrid open access journals. The agreement applies to all original research articles accepted for publication between 5 November 2024 – 30 October 2027. To benefit from this agreement, the corresponding author has to be affiliated with CAPES sede. Please use the correct institution name and your institutional email address during submission. It is recommended for authors to select the CC BY 4.0 license. The open access funding request will be approved by an OA administrator at CAPES. Overlength page charges or color fees are not covered by the agreement and will be charged to authors.
