Established in 2004, IReL is a nationally funded e-resource licensing consortium providing access to leading resources on behalf of Irish publicly funded higher education institutions. Since 2020, IReL has been playing a leading role in Ireland’s transition to open access, mainly by negotiating transformative agreements with scholarly publishers, including IEEE.
