Law No. 14,600 of June 19, 2023, establishes the basic organization of the bodies of the Presidency of the Republic and the Ministries. Within the organization of the bodies of the Presidency of the Republic and the ministries, the Ministry of Science, Technology and Innovation (MCTI) was defined. The MCTI’s Regimental Structure is defined by Decree No. 11,493 of April 17, 2023 and detailed by MCTI Ordinance No. 6,961 of April 19, 2023.

The Ministério da Ciência e Tecnologia (MCTI), through the national contract between CAPES and IEEE has an unlimited open access agreement with IEEE that enables researchers to publish articles as open access without open access fees in all IEEE fully and hybrid open access journals. The agreement applies to all original research articles accepted for publication between 5 November 2024 – 30 October 2027. To benefit from this agreement, the corresponding author has to be affiliated with Ministério da Ciência e Tecnologia (MCTI). Please use the correct institution name and your institutional email address during submi​​ssion. It is recommended for authors to select the CC BY 4.0 license. The open access funding request will be approved by an OA administrator at CAPES. Overlength page charges or color fees are not covered by the agreement and will be charged to authors.

About IEEE Institutional OA Agreements

Your institution has an OA publishing agreement with IEEE that makes it easier and more convenient for authors to publish open access. This type of agreement often includes a number of pre-paid article processing charges (APCs) to allow researchers to publish open access in eligible titles.
