The creation of the Pro-University Society of Passo Fundo (SPU) in 1950 and the Catholic University Consortium (CUC) in 1956 allowed the region to begin its journey towards higher education. The decree recognizing the UPF was signed by President Arthur Costa e Silva and Minister of Education Tarso Dutra on April 2, 1968. The event took place at the Piratini Palace in Porto Alegre, where Dom Cláudio Colling spoke on behalf of the regional community. In his speech, he emphasized: “perhaps no other event has had such a greater or more historic repercussion than this signing of the decree creating the University of Passo Fundo,” referring to other events held at the time. The decree was published in the Official Gazette of the Union on June 6, 1968, the date on which the institution’s anniversary is celebrated.

The Universidade de Passo Fundo (UPF), through the national contract between CAPES and IEEE has an unlimited open access agreement with IEEE that enables researchers to publish articles as open access without open access fees in all IEEE fully and hybrid open access journals. The agreement applies to all original research articles accepted for publication between 5 November 2024 – 30 October 2027. To benefit from this agreement, the corresponding author has to be affiliated with Universidade de Passo Fundo (UPF). Please use the correct institution name and your institutional email address during submi​​ssion. It is recommended for authors to select the CC BY 4.0 license. The open access funding request will be approved by an OA administrator at CAPES. Overlength page charges or color fees are not covered by the agreement and will be charged to authors.
