The University of Pernambuco (UPE) originated from the Pernambuco Higher Education Foundation (FESP), which had maintained a group of pre-existing higher education institutions in the state since 1965. After FESP was dissolved in 1990, the University of Pernambuco Foundation was created in its place by State Law No. 10,518 of November 29, 1990. This public law institution would later become the maintainer of the new University of Pernambuco, which was recognized by Ministerial Order No. 964 of June 12, 1991. The presence of the University in different regions and cities plays a crucial role in the social and economic development of its region, generating not only the training of professionals, but also the construction of knowledge and its dissemination in communities through the articulation of teaching, research, and extension.

The Universidade de Pernambuco (UPE), through the national contract between CAPES and IEEE has an unlimited open access agreement with IEEE that enables researchers to publish articles as open access without open access fees in all IEEE fully and hybrid open access journals. The agreement applies to all original research articles accepted for publication between 5 November 2024 – 30 October 2027. To benefit from this agreement, the corresponding author has to be affiliated with Universidade de Pernambuco (UPE). Please use the correct institution name and your institutional email address during submi​​ssion. It is recommended for authors to select the CC BY 4.0 license. The open access funding request will be approved by an OA administrator at CAPES. Overlength page charges or color fees are not covered by the agreement and will be charged to authors.

About IEEE Institutional OA Agreements
