With resolution No. 2 of March 5, 1975, of the Board of Directors, ratified by Decree No. 11,233 of March 10 of the same year, the State University of Ceará was created, which incorporated into its assets the Higher Education Units that existed at the time: Ceará School of Administration, Ceará Veterinary School, Fortaleza School of Social Services, São Vicente de Paula School of Nursing, Dom Aureliano Matos School of Philosophy, in Limoeiro do Norte, in addition to the Educational Television, channel 5.

Upon establishing itself as a University, it transformed those Schools into its first undergraduate courses, to which others were added. Its first rector was Professor Antônio Martins Filho, and, thanks to his commitment and dedication to federal authorities, the State University of Ceará was recognized, which, undeniably, opened new possibilities for development for the State and the Region.

The Universidade Estadual do Ceará (UECE), through the national contract between CAPES and IEEE has an unlimited open access agreement with IEEE that enables researchers to publish articles as open access without open access fees in all IEEE fully and hybrid open access journals. The agreement applies to all original research articles accepted for publication between 5 November 2024 – 30 October 2027. To benefit from this agreement, the corresponding author has to be affiliated with Universidade Estadual do Ceará (UECE). Please use the correct institution name and your institutional email address during submi​​ssion. It is recommended for authors to select the CC BY 4.0 license. The open access funding request will be approved by an OA administrator at CAPES. Overlength page charges or color fees are not covered by the agreement and will be charged to authors.

About IEEE Institutional OA Agreements
