Founded just over three decades ago, the Darcy Ribeiro State University of Northern Fluminense (UENF) arose with the mission of profoundly transforming the social, economic, and cultural reality of the northern and northwestern regions of the state of Rio de Janeiro. Conceived by visionary educator Darcy Ribeiro, brought to fruition under the leadership of then-Governor Leonel Brizola, and designed by the architectural genius of Oscar Niemeyer, UENF represents a landmark in the state’s interior, uniting teaching, research, outreach, and technological innovation.

The Universidade Estadual do Norte Fluminense (UENF), through the national contract between CAPES and IEEE has an unlimited open access agreement with IEEE that enables researchers to publish articles as open access without open access fees in all IEEE fully and hybrid open access journals. The agreement applies to all original research articles accepted for publication between 5 November 2024 – 30 October 2027. To benefit from this agreement, the corresponding author has to be affiliated with Universidade Estadual do Norte Fluminense (UENF).
