The Federal University of the State of Rio de Janeiro (UNIRIO) is a public law foundation that is part of the Federal Higher Education System. It originated from the Federation of Isolated Schools of the State of Guanabara (Fefieg), created by Decree-Law No. 773 of August 20, 1969, which brought together isolated higher education institutions previously linked to the Ministries of Labor, Commerce and Industry; Health; and Education and Culture. On June 5, 1979, by Law No. 6,655, Fefierj was institutionalized with the name of University of Rio de Janeiro (UNIRIO). And, on October 24, 2003, Law No. 10,750 changed the name of the University to Federal University of the State of Rio de Janeiro, but the acronym was maintained.

The Universidade Federal do Estado do Rio de Janeiro (UNIRIO), through the national contract between CAPES and IEEE has an unlimited open access agreement with IEEE that enables researchers to publish articles as open access without open access fees in all IEEE fully and hybrid open access journals. The agreement applies to all original research articles accepted for publication between 5 November 2024 – 30 October 2027. To benefit from this agreement, the corresponding author has to be affiliated with Universidade Federal do Estado do Rio de Janeiro (UNIRIO). Please use the correct institution name and your institutional email address during submi​​ssion. It is recommended for authors to select the CC BY 4.0 license. The open access funding request will be approved by an OA administrator at CAPES. Overlength page charges or color fees are not covered by the agreement and will be charged to authors.

About IEEE Institutional OA Agreements
