West Lake University is a new type of higher education institution organized by social forces and supported by the state, formerly known as Zhejiang West Lake Advanced Research Institute, which was officially approved by the Ministry of Education on February 14, 2018, and the organizer is Hangzhou West Lake Education Foundation. The school is committed to gathering first-class teachers, creating first-class disciplines, cultivating first-class talents, and producing first-class results, and strives to reach the world’s leading level by 2026, and has made significant contributions to basic scientific research, original technological innovation, and transformation of scientific and technological achievements, and has become a new type of international high-level research university with reasonable settings, clear positioning, strong development potential and good social reputation.

IEEE and DRAA, the Digital Resource Acquisition Alliance of Chinese Academic Libraries, have entered into an open access read and publish agreement. This agreement makes it more convenient for corresponding authors to publish open access articles with IEEE’s industry leading journals and magazines as eligible authors pay reduced article processing charges (APCs) and may have the opportunity to pay no APCs as some of these costs are waived under the agreement.
