Xiangtan University (Xiangtan University for short), located in Xiangtan City, Hunan Province, is a comprehensive national key University initiated by MAO Zedong. It is co-built by hunan Provincial People’s Government and the Ministry of Education, hunan Provincial People’s Government and the State Administration of Science, Technology and Industry for National Defence. It is one of the universities supported by the Ministry of Education and Hunan Province to construct high-level universities and characteristic disciplines, and to construct first-class universities in Hunan Province (Class A). Included in the “Everest plan”, “111 plan”, the national center for applied mathematics, the first batch of national intellectual property and information service center, national new engineering research and practice project, provincial department to build collaborative innovation center, the first pilot unit, national patent collaborative use outstanding legal talent education program, the national red tourism innovation development research base, the Midwest infrastructure of colleges and universities Construction project, the national first batch of deepening the reform of creative education demonstration university, national college students’ innovative experiment plan, the national construction high-level university professional graduate programs, the Chinese government scholarship students receiving institutions in China, is “in” the alliance, global eduroam federation, the red culture strategic alliance members.

IEEE and DRAA, the Digital Resource Acquisition Alliance of Chinese Academic Libraries, have entered into an open access read and publish agreement. This agreement makes it more convenient for corresponding authors to publish open access articles with IEEE’s industry leading journals and magazines as eligible authors pay reduced article processing charges (APCs) and may have the opportunity to pay no APCs as some of these costs are waived under the agreement.
