The Mircea cel Bătrân Naval Academy (Romanian: Academia Navală „Mircea cel Bătrân”) is a higher education institution based in the Black Sea port of Constanța that educates future officers for the Romanian Naval Forces, as well as maritime officers and engineers for the merchant marine. At the request of the Romanian Coast Guard, the Naval Academy prepares coast guard officers.

The Mircea cel Batran Naval Academy Constanta, through the national contract between Anelis Plus Consortium and IEEE has an open access agreement with IEEE that enables researchers to publish articles as open access without open access fees in all IEEE Gold and Hybrid open access journals. The agreement applies to all original research articles accepted for publication between 15 March 2024 and 31 December 2024, while APCs last.
